If you live in a city where you have Law Offices, they will do it.  I know one in Bradford, Bradford Law Center and on In Manchester. They do it for free. I am not sure about your city if they charge. Call and ask them.

Look in your Local Telephone directory or search on the Internet for your city.

I think Home office
was in too much hurry so they did not think of answering this question. That
probably tells you how efficient they are. If you apply now you may have to
wait for about 6-8 months.

Best practice is to take the test when you are ready to apply for the
citizenship. I planned it one week before but I am sure if you do it 1-2 months
before they will still accept the test result.  Don't take too early as
the test might change and they will ask you to take it again(No one can stop
them from changing the rules.)

Take it when you have a month left in applying ad get everything else ready

1) Is there an expiry date on the Life in the UK test. i.e. after
passing the test if a person is not able to apply straight away for
any reason( Fee, time spent in UK etc)for how long one can wait before
he could send the application for Naturalisation.

2) Apart from Local Register Office where else one can certify copies
of Originals.

Many Thanks
