I have a friend who lives in Egypt at the moment and he is about to graduate from the Faculty of Engineering, Cairo University, Egypt.

He was born here in the UK on 27/07/1983 and he has got a Certificate of Birth and another certificate called "Certified Copy Of An Entry, Pursuant of the Births and Deaths Registration Act 1953".

During his birth his dad and mum were legally staying in the UK for 3 years as his dad was studying for his PhD and he has got a copy of their passports.

My question is, Is he qualified to apply for British Naturalisation? Does he need to do the Nationality test as well?

I am not sure if what I have mentioned here is enough or you need to know more to answer my question? Please let me know if you need to know any other more information and please try to guide me to the right way if you can not help on this question.

You've presumably seen the requirements for naturalisation, which are posted elsewhere on this site. If he doesn't meet them, he is not eligible for naturalisation.
Neither does he appear to be a British citizen simply by being born in the UK in 1983. The legality of his parents' stay in UK is not the issue - in order for hism to be a British citizen, he needs to have a British citizen parent or a parent who was settled in UK at the time of his birth - and settled means without having a time limit on their stay in UK. If they were here on a student visa, they weren't settled.
