I am sorry if I am a pain but I am confused. On the site link bellow they say that "1 and Scotland" is the answer to the question. Surely this cannot be correct?

Answer 4: (1). In Scotland

I can only assume that the question is asking for local parliaments and since the parliament in Westminster is the UK Parliament, it is not counted.
