I'm facing the same problem. In the book it says that the PM has the right to appoint life peers since 1958. Then it is said that the Queen appoints them. What the right answer?
I have just finished doing the quizz for chapter 4 and realised there might be a misleading question.It was question 21, I believe asking who has the power to appoint Life Peers and it gives 4 option including The Prime Minister and The Queen. My first instinct was to chose The Prime Minister but then I realised he only advices the Queen but it is actually the Queen who apponits them. At the end of the quizz it seemed that the correct answer was The Prime Minister. (pls, check page 45 from the Life in Uk test book). Thank you!
