Some cities have Law centres and they will be happy to do it for free. If you are planning to use NCS then NCS will do it for the fee they charge you to check and submit your documents. You will also find Citizen Advisory Bureau in some cities. They will also provide free service. you do have to do some home work to find where is the nearest cntre that provides these services free. Justice of Peace can also certify the copies but then again you have to know them personally or they might do you as a favour. There are others that can certify copies too but why not use the NCS?
Home Office should not have any problems accepting certified copies if they were certified by the Embassy. Especially if you need to translate them.
