I think this is something you would need to ask IND. You haven't said how old your mother-in-law is, but my reading of this page - http://www.ind.homeoffice.gov.uk/applying/nationality/knowledgeoflifeintheuk on the IND website is that it will be much easier to get exemption if she is over 65...

My mother-in-law is disabled (cant walk) and has been since she was born, will she be able to NOT take the "Life in the UK" test, she also cant speak english, i only ask as i read this statement on this web-site:

suffering from a long term illness or disability which severely restricts mobility and ability to attend language classes
