1 when should i take the test better? before or after Oct 07?
Test results do not exprire so it can be taken at anytime. However it will be wise to take it closer to your application date.

2 test changes effective from 2 April 2007, does that mean all practise here might becomes un-useful?
No. There will two more chapters added from the book (making the exam from chapters 2 to 6) and the book is revised slightly. The new book will be publicly available end of this month and we will update the site accordingly.

3 if i fail the test, is there any way I can apply for staying in UK longer?
On a work permit yes, but you will not be able to get ILR status until you passed the test.

I'm new in here, my situation is that I have been working in UK since Oct 2003 with 5 years work permit, as I know I have to take the test before apply settlement. my questions are;

1 when should i take the test better? before or after Oct 07?
