If the letter actually gave a specific date when you are welcome to re-apply, this suggests that you should be on relatively safe ground in meeting the good character requirements. The Home Office can be very annoying about these things; but I don't think they'd tell you to re-apply and spend your £650 if they thought an application after that date was likely to fail. If that was your only problem, and all else was o.k., it's probably worth a go, now that you've reached the clear time.
A fine as a punishment for a proper conviction is clear after 2 years. (NB to the other poster - most speeding fines are fixed penalties, not convictions.)
