The Home Office website says children under the age of 18 of British citizens (if they are born outside of UK) can register to become British citizens themselves. So they need to become citizens first, then they can apply for British passports.

i am british citiezen. my familly came to UK on January 2004. they got an ILR on january 2006. can i apply  british passport for my child if thay are ubder 18?
