this is regarding my mothers nationality

yesterday i was going through her certificates and found out she has one ESOL ENGLISH CITIZENSHIP certificates dated 2006, well I need advice if this certificate is the real deal?

please let me know if this is the real certificate that will get my mother her nationality so she doesnt have to take the test?
