PLEASE HELP,

i applied my FLR(O) LAST 3rd week of october 2013, after few weeks i received an acknowgledement letter stating that they received my application and they will send me another letter in case the application is not right. and i don't hear from them until today march 4 2014 stating that my application was in valid due to not completed. on my forms that i submitted i was asking to wieved payment due to appendix 1 of me being destitute.

Now the letter said that i dont have any evidence stating that im exempted. so now i was rejected and the letter says that your documents has been transferred to the local enforcement office. so what does this means...

This means that they have sent your case to one of the regional enforcement office of  HO.  Now, enforcement office will decide what to do with you. They will see if you have any basis to stay in the country or not. They might call you for interview to find out your circumstances fully. In the end they might also take a decision that it is fit to remove you from the country.
