The advice I got from the Home Office is that, as long as one of your referees holds a British passport it is Ok. The person of professional standing does not need to be British even.
As you, I also had difficulties in finding two referees who know me for three years (I am applying as a spouse of a British citizen). Most of the people I know are my relatives, are not of ?professional standing? or do not know me for three years.
In the end, I asked my GP (who does not hold a British passport) to be my ?professional? referee. Thanks God, I registered myself at his surgery as soon as I got in England, otherwise I would be in the same situation as you.
But, I would like to say that this does not mean at all we are not involved in British life, as someone suggested (No comments!) And I do not believe the ?references is the main foundation that Home Office rely on?, since they were introduced only some months ago. It is just another way to check our identity, as important as any other information we produce.
Anyway, E G, I would advise you (in case you have not submitted your application yet!) to talk straight to the Home Office and explain your difficulty (British Citizens Enquiries ? 0845 0105200 / Mon ? Fri 09:00 ? 21:00)
You will notice they are much more helpful and friendly!
