Now I understand that a person can go ahead & take the life in the UK test once they have been here for 3 years but don't have to do the English course if they already speak & write English.  I was under the impression that the English course was only for those who couldn't write or read English at all or very little.  If I am mistaken about this will somebody please let me know?

Thank you

You either go through the ESOL route or the test route.

If your English is so poor and you do not understand what you read then you are RECOMMENDED to take a course. However there is nothing to stop you from taking the test apart from the fact that you will fail.

If you are CONFIDENT with your level of English then you can take the test at anytime. There are no prequisities.

One final note; if you pass the test however the Home Office is suspicious about your test result, they may ask you to take the test again at a test centre they specify. There is no charge but you have to pass again within a specified time.
