Your father cannot apply for British passport as he is not a British Citizen.
Permanent residency is not citizenship.

First he has to apply for naturalisation (also known as citizenship). He has to pass LiUK test before applying. Once his application is approved, he will have to attend citizenship ceremony, and then he will become citizenship. After this, he can apply for British Passport if he wants to.

Hello,

My father have been granted permanent residency since 1993. Now he is thinking of applying for a British passport/ citizenship.

Will he still has to sit the Real Life in the UK test ?
