Transit visa in London for two hours changeover between flights?

Well first he need to have a valid visa on your passport. And even if the visa stamp on your passport has n`t expired than its fine. He do n`t need a UK transit visa if you aren't leaving the airport or your next flight is within 24 hours.

My friend is going to US on September 18 th,2011, on valid F1 student Visa.They are flying through London. The changeover between the flight is approx 2 hrs.
Do he need a Transit Visa?
